Please find below the official press release from the Global Fund website http://www.theglobalfund.org/en/pressreleases/?pr=pr_090924 including the statement that all necessary measures will be taken by the GF to ensure that live-saving treatment and prevention activities financed by the GF will not be disrupted.

The GF obviously has an obligation to act when misuse of funds is reported, however it also has policies in place to ensure continuation of treatment for a certain amount of time.

GLOBAL FUND SUSPENDS GRANTS TO PHILIPPINES FOUNDATION

Funding to continue through new principal recipients

Geneva - The Global Fund to Fight AIDS, Tuberculosis and Malaria has suspended all five of its grants to the Tropical Disease Foundation (TDF) in the Philippines after evidence emerged of unauthorized expenditure. TDF's grants for malaria, tuberculosis and HIV will be transferred to new principal recipients in the country.

An investigation by the Office of the Inspector General revealed that around US$ 1 million out of total disbursements of US$ 85 million were spent on activities beyond the terms of the grant agreement. The Global Fund has demanded repayment of the unauthorized expenditures.

The review demonstrated capacity issues within TDF's overall financial management but the Global Fund continues to value its technical expertise, particularly in multi-drug resistant tuberculosis.

TDF is a principal recipient for five grants: one for tuberculosis and two each for HIV/AIDS and malaria. Its total grant portfolio amounts to US$ 195,225,660. The suspension means that TDF's ongoing grants will be transferred to new principal recipients in the country. The Global Fund intends to transfer the grants to new principal recipients based on recommendations from the Country Coordinating Mechanism in the Philippines and expects that normal grant activities can resume quickly.

All necessary measures will be taken to ensure that life-saving treatment and prevention activities financed by the Global Fund will not be disrupted, pending the signing of agreements with the new principal recipients. Currently, there are 636 people on ARV treatment in the Philippines and 811 people being treated for multi-drug resistant tuberculosis. Other grants awarded earlier to the Department of Health and Pilipinas Shell Foundation will not be affected by this suspension.

The Global Fund remains committed to efforts to combat the three diseases in the Philippines and will provide all possible support to enable the quick resumption of full grant-aided activities in the country.

Dear members,

There are roughly 785 Filipinos living with HIV and AIDS getting their ARV support through the Global Fund to fight AIDS, TB and Malaria (GFATM) project channeled to only one Principal Recipient in the country. The Principal Recipient received over 10 billion pesos or 195.2 million US dollars. The support to ARV which started in 2003 is one of the major components of the over all support to the country. The commitment is to provide ARVs until December 2010.

The national government is expected to sustain availability of the much needed drugs but the financial plan of the Department of Health to make promises realized is not happening as well.

When ARVs were made available, positive Filipinos came forward to avail of the precious drugs that will keep them alive, be healthy and be economically productive. Support groups complemented the effort by providing treatment education, adherence and counseling.

As of 25 September 2009, Global Fund to fight AIDS, TB and Malaria (GFATM) Geneva suspended five out of the eight grants to the country after major findings in the audit done on the Principal Recipient. There evidences of major "unauthorized expenditures." There were no particular details given. All community based activities of civil societies receiving sub grants were ordered stopped and this includes major activities of the positive community in the country.

Positive people receiving ARVs were shocked to hear the news. At the moment, the decision from GF Geneva holds through. The positive community have started their advocacy and lobbying to the Country Coordinating Mechanism to plead to the Fund in Geneva to make their decision more friendly to more than 700 lives whose in -take of medication will also be halted. This also means a discontinuation of new enrollees to ARV who are qualified and should start taking the live saving drugs.

This is contrary to the principle of "Universal Access" to life saving treatment. The positive community have proposed for the continuation of the support to treatment and care and all other activities where interaction with the Principal Recipient is not necessary. A total of 18 treatment hubs in the country are functional and can continue providing ARVs in the absence of the Principal Recipient.

This uncalled for action of the Principal Recipient has been condemned by the civil societies in the Philippines particularly that of the positive community. They are now calling for more vigilance in being "watch dogs" to fund handlers- transparency and meaningful involvement of PLHAs.

If indeed GF Geneva is true to its commitment of providing Universal access to all those who need ARVs, their drastic decision of suspending all activities is totally not acceptable. There should be a way to immediately find solutions so as not to stop ARVs in the country.

The activists are now chanting saying that they are now at the mercy of the Global Fund Geneva. What will happen to their lives? Isn't this a violation of the rights to access health and treatment?

【China AIDS:4758】 杭州青春工作组近期工作小结

815912919926四个周六,杭州青春工作组联合拱墅区疾控中心艾防科,在杭州本地著名的同志聚集地墅园(杭州市莫干山路280号)现场动员检测,检测项目为艾滋病、梅毒、乙肝和丙肝,一共有 58 位与同性有过接触的人士接受了我们的服务,整个过程总体上还比较顺利,取得的社会效应也比较好,下面分别把这几次的情况说一说:

815,这是我们第二次在墅园做检测外展,和第一次(88)相比,我们的志愿者在观察能力和交流技巧方面都有了比较大的进步,勇气和胆识也增加了,不再害怕和陌生人、和同志群体打交道。那次由于各种原因,除了我本人以外,只来了一个志愿者泰伦特(网名),他还是浙大大三的学生,因为对这个群体的平权工作感兴趣,所以就成为了我的志愿者,我告诉他说艾滋病工作是同志工作的一个重要组成部分,请他务必熟悉这方面的业务,还推荐了大量的科普读物给他阅读。墅园作为同志人群的聚集地,人员流动性比较大的同时"老面孔"也多,这对我们的工作而言是好事情,也是麻烦事情,因为我们很难保证这次检测了 10 人下次还会有 10 人愿意接受我们的检测服务,所以从检测一开始我们就不敢对之抱太大的乐观。在动员的过程中,一些"老人家"对我们的到来并没有丝毫的不友好,态度很热情,很善于开玩笑逗乐,但,就是一点,死活有各种理由和托辞不参加检测,说什么自己不检测也蛮好谁知道得了没有检测出来反正也是死还要担心受怕云云,这种情况下,我们就要想法子动之以情晓之以理,把话说到他们的心坎上,让他们知道健康的重要性和一旦感染疾病以后的利害关系(比方说,早发现早治疗,艾滋病可以抑制病毒延长寿命,梅毒早期只要打青霉素晚期弄不好要化验脑脊液,等等),进而引起警觉的同时燃起希望,主动改变态度放下包袱,前去检测。在和他们纠缠不已的"蘑菇"当中,有时候人的耐心也会变得很差,但作为一个社会工作 者,忍耐却又是你必要的职业素养,事实上到了这一步,你也不愿意轻易放弃你游说了半天的动员对象,总是抱着一线希望:他最后肯跟你去做个检测。有若干次,由于有一些不肯检测的同伴在一边煽风点火敲边鼓说什么检测出来非但没好处反而有坏处(比方,家人知道,单位知道,甚至,强制隔离,当然,这不是多虑,就是谣传)云云,我的喉咙也差点响了起来,有点声色俱厉了,可是,还是克制住了,苦口婆心地跟他们讲道理,打消他们的各种顾虑和恐惧。终于,很多难以说动的对象,最后都跟我们去检测了,我们检测到晚上七八点钟,好几个原本硬是不肯来的人们手一甩,"去就去,都去!",浩浩荡荡地跟着我来到医生们等候的茶坊包厢,登记,验血,填写问卷,我为了稳住来人情绪,以免他们来了以后旋即逃走 ,还要在一旁好言安慰劝说,并叮嘱检测完了的人什么时候如何去拿这个检测结果。一些这次思想工作没做通而实在不肯检测的同志,我则是和颜悦色地告诉他们我们每个周六都在这里为大家竭诚服务,这次没想通,下次想通了再来也没关系,还把自己的联系方式什么留给他们。这一天,从下午到晚上,我和泰伦特汗流浃背气喘吁吁,总共动员了15 个人,每个人都发放了价值 40 多元的疾控礼包,里面有安全套(非主流 5 10 个)、润滑剂(倍柔情 1 管)、毛巾、肥皂、牙膏、餐巾纸,接受检测的朋友出来时脸上都带着放松的笑容,我们和医务人员脸上也都挂着笑容。

912,适值杭州艾滋病工作草根 NGO 协会经过多方协调和内部商议,决定以大局、以社区人士的根本利益为重,在全市范围内恢复与疾控部门的中盖检测合作的第一周,我带着泰伦特、扬扬和他的朋友,还有后来赶来的展飞(协会总协调人)和另外一名志愿者,老时间来到墅园,和等候在茶房包厢里的医生会合,然后各人提着一些疾控准备好的礼包,去动员人。已经是 9 月中旬,太阳不是很炎热了,空气中甚至带着一丝凉意,我们在墅园里又一如既往地遇到许多老面孔,很多人上次去还和我们泡蘑菇苦苦周旋防备心理甚重,这次去,已经完全放下了戒备,和我们成了一见如故的老朋友,有一位老先生(也是圈里人)甚至还主动帮我们动员了一两个人去检测,并说对于我们的工作他表示充分的理解和尊重,听得我们心里都感到十分的欣慰。人脉广,工作就好做,之前我和杭州市疾控中心艾防所的罗艳医生聊起同志外展,她说我学历高,做工作一定行,我苦笑着说恐怕不是这个理儿,应该说是那些会玩的在同志圈子里吃得开的人,做起工作来最拿手,而且这次我们的志愿者和上次比又有进步,泰伦特上次没动员到人,这次动员到一个人(而且是一个上次我没有动员成功的帅哥,那一次 他不肯来检测,却又纠缠着问我要礼包里的安全套,我说你来检测就整包都给你,他说那下次吧),扬扬第一次来胆子很小不敢和陌生人搭话,这次也敢去和他们搭讪了,结果动员到三个人,展飞和另外一位志愿者最后也动员到一两个人。这一天,我们又争取到 15 位朋友来参加我们的检测,每个人都发放了价值 40 多元的疾控礼包。

919,是我们动员参检人数最多的一次,这一天,从下午到晚上,一共动员到 17 位朋友参加我们的检测,每个人都发放了价值 40 多元的疾控礼包。志愿者有泰伦特,有浙大丹阳青溪学园暑期同志防艾实践课题小组的四名大学生(小王,小赵,小史,小陈),还有曾经和我一起参加过浙大雷闯交通安全行为艺术活动的浙大本科生小钱,泰伦特已经俨然是个外展老手了(一如我们总协调人展飞所过奖我的,"被逼出来的",泰伦特自己也说这对于他自己的能力是个很大的挑战,他喜欢这样的实践锻炼),而课题小组和小钱他们则对这一块工作还比较陌生,小钱是第一次接触艾滋病工作,课题小组虽然一个暑假阅读了很多这方面的材料、采访过很多志愿者和圈里人也参加过很多培训,但对于现场外展,他们的经验是缺乏的,这毕竟不是看看宣传读物上上同伴培训就能够获得的能力,所以带他们来,等于也是一种见习、实习,是一个必要的环节。在 动员过程中,小王、小赵和小陈似乎不善于与我们的同志朋友打交道,小史就比较活络一些,因为我 88已经带他来过一次,经历过了,有了思想和技能方面的准备了,小钱虽然是第一次做,也并不上手,但是却做得很认真,从下午一直到晚上八点多,一直在不停地问不停地动员。一天动员下来,泰伦特动员了三人,小史动员了二人,另外途中我们碰到的一个老志愿者老章还帮我们动员了一两人,对于这些富有公益热心的朋友肯牺牲一个秋高气爽正是出游好天气的周六来帮我们如此投入地做现场动员工作,我们自然是十分感激并永远铭记在心的。当然这次外展,在圆满的同时,也碰到一些问题,比方我在园子里溜达的过程中,碰到一些前两次来检测的朋友,我自然十分关切地上去问他们有没有拿到自己的检测结果,不成想一些人到今天都没有拿到结果,不是太忙没时间,就是存有心理障碍不敢问,还有一位朋友甚至把写有检测编号的检测卡也弄没了,弄不好只有补测,这些,都是我们不希望看到也不应该发生的,我觉得自己在检测外展这一块还有许多东西要学习,唯有不断积累经验,才能把工作做得更好更到位,为广大同志更加贴心地服务。另外,泰伦特和小王他们在和人聊天的过程中,也反应上来一些问题,比方我们拿着印有拱墅区疾控字样的袋袋在园子里走,我们觉得醒目宣传效果很好,可很多圈里朋友不这样想,他们觉得拿了这样的礼包在外面走,周围人的目光都像芒刺一样落在自己的背脊上,觉得不好意思,想来检测也不敢来了(当然也有例外,有一位老先生对我们这个袋袋十分喜欢,但就是反复担忧万一自己检测出来了家人知道了该怎么办,思想工作做了两三次,前两次都说还没想通不来,这次终于想通了,志愿者老章把他拉过来检测了);再比方说志愿者和民间组织的身份资质问题,不止有一个朋友质疑我们这一点,有些还说得非常尖锐,这是中国民间组织及其志愿者的困境,对我们也是一个很大的触动和鞭策,我们应该有义工证或社工证,组织应该想办法去民政或工商登记注册,至少,形式上也应该设计一张美观大方的志愿者工作牌,增加圈内人对我们的信任,减少他们的顾虑。

926,就是昨天,我们又去墅园动员检测,志愿者泰伦特、老章和小余,小余胆子比较小,跟着泰伦特见习。这一次外展,我们总体而言没有前两次顺利,一则由于一部分茶房顾客的不理解,觉得我们租用茶房包厢做艾滋病工作提着宣传袋进进出出,有碍观瞻,所以向老板提抗议,疾控部门去斡旋,总算答应这个月下个月你们还可以做,但六点必须结束,这样我们就只能把检测任务的完成限定在一个下午的时间,检测人数自然会有所减少(不过晚上虽然前来活动的同志较多,但,由于看不清彼此的面目,交流起来障碍更大,动员反而不易,如何在夜间动员,这个需要摸索),一则,那天下午,天虽然没有下雨,却阴沉沉冷清清的,园子里游客比以往少了很多,夹杂在其中的同志朋友也少,所以,从下午两点半到晚上六点 ,我们动员到 11 个人前来检测,这个已经是不幸中之大幸。有两个朋友泰伦特小余动员不动,我去跟他们墨迹墨迹,说成了,来了,小余和泰伦特合作动员到一个人,老章带了几个朋友来,有几个原本圈子里头的朋友(也是老志愿者)看到我们在网络上QQ群里发布的信息,两三个人一起来了,还有一位经常在园子里溜达的退休的医务工作者也带了两个朋友来,但其中有一人不是同志,所以不能算入中盖人数,还有一个朋友也是专程来检测的,但是不知道是不熟悉程序还是对调查问卷有防备心理,我带他进去,他抽完血以后,趁着我们志愿者出去动员而医生们又乱哄哄地和前来检测的排队者说话的时候,一溜烟了,等拱墅区孙医师反应过来,再叫我们出去寻找,已经是没了影儿,这也是实在不应该发生的意外事件,日后即使有什么情况,可能也通知不到这位朋友了。我们这天其实总共检测了 13 人,只不过那位非同志朋友和抽完血没有做问卷的朋友没有计算在内,所以总共 11 人,每个人也都发放了价值 40 多元的疾控礼包。

除了上述检测外展以外,在 919日和26日的检测过程中,我们还向墅园内的同志朋友(特别是那些不肯来检测的,为了便于日后工作的开展)发放了 24 盒两只装(计 48 个)非主流安全套,10 来只北京爱知行研究所的公益安全套,相应数量的杭州青春工作组联合拱墅区疾控中心开展检测业务的宣传折页,也取得了一定的社会效应。

杭州青春工作组和杭州市西湖区疾控中心也保持着良好的业务合作,96日星期日下午两点到五点,工作组副组长兼资深培训员朔朔在杭州市西湖区疾控中心(浙大玉泉校区门口外东山弄)五楼会议室,为前来的10 多名同伴教育志愿者作了关于如何在同志群体内部开展 HIV 和性病干预的技能培训,各方反应良好。912日,工作组联合西湖区疾控中心,在中心一楼的疾病预防科为广大同志朋友提供周六专场检测服务(这是每个月第二个周六的保留节目),检测项目艾滋病、梅毒和乙肝三项,当日下午一共为五位同志朋友作了健康检查,副组长朔朔带领相关志愿者在现场帮忙,付出了辛勤的劳动。

  背景
  2007年首届跨区域华人女同志组织者训练营(简称拉拉营)在中国珠海成功举行。来自大陆、香港、台湾及美国的近百名华人同性恋和双性恋女性及跨性别人士齐聚一堂,进行了为期四天的同志运动经验分享和领导能力培训,盛况空前。
  2008年的拉拉营名为"拉拉串串",更加关注地方实际的需求和发展,更加侧重现实案例,通过丰富多元的活动和培训,带动更多拉拉参与地方社区发展。拉拉串串包括北京、鞍山、昆明、成都、上海等五座城市的地区性培训营活动,每个培训营为期三至五天,包括两天的志愿者深度培训,重点依然是"拉拉社团领导能力培训" 。
  拉拉营的成功举办,孕育了"华人拉拉联盟"的诞生。2008年10月28日在上海召开了华人拉拉联盟成立大会,经由来自大陆、香港、澳门、台湾、美国等地的17个拉拉小组25名代表,通过民主选举产生首届组委会并拟定联盟章程。华人拉拉联盟旨在联结华人跨区域女同性恋、双性恋的女性,及爱女人的跨性别人士的组织或个人,搭建平台,分享互助,持续推动华人地区拉拉的组织发展、连结与合作。

  2009 年的拉拉营·青年营由"华人拉拉联盟"主办,将围绕青少年拉拉主题,从现状到需求,从个人到家庭到社区到社会,多方面展开深入讨论。并邀请美国、香港、台湾及国内资深的培训员为此次青年营带来非常精彩的培训内容。

  参加资格
  对象:同性恋女性、双性恋女性,以及认同拉拉身份的跨性别者。
  年龄:18岁以上

科学家宣布,一种实验性疫苗令感染艾滋病毒的风险减低了三分之一。在泰国进行的这项医疗试验唤起了公众寄予对抗艾滋病取得重大突破的希望。

据美国陆军透露,这项由美国陆军与美国国家过敏症及传染病研究所(National Institute of Allergy and Infectious Diseases)一同赞助的艾滋病疫苗测试,堪称全球历来规模最大的一次。他们对16000多名志愿者进行了测试,结果首次出现成功预防艾滋病毒感染的案例。

接受测试的志愿者都是年龄介于18岁至30岁、艾滋病毒抗体检测呈阴性、受感染风险为中等的泰国男性和女性。所有的志愿者接受咨询,并配发避孕套,以帮助他们避免感染艾滋病。然后,随机选择一半志愿者接受两种疫苗组合注射的测试,而另一半志愿者接受安慰剂的注射。直到试验结束,没人知道哪个志愿者是属于其中哪个小组的。

结果相对较少的志愿者感染上艾滋病毒,其中在接受疫苗注射的8197名参与者中,感染艾滋病毒的有51人;在接受安慰剂注射的8198名参与者中,感染艾滋病毒的有74 人。但是两者之间的差异具有统计学意义,这也就是说,科学家确信这个差异不是由于偶然因素引起的。经计算得出的结论是,对于接受疫苗的那一组志愿者来说,艾滋病毒感染风险降低了31%。

美国陆军负责领导这项耗资达1.05亿美元(合6400万英镑)研究的杰罗姆·金(Jerome Kim)上校说,这是"我们可以研发出一种安全有效的艾滋病毒预防性疫苗的首个证据。"

最近一系列研制艾滋病毒预防性疫苗的试验接连失败,致使许多科学家认为这种疫苗可能无法实现。在2007年,默克制药公司(Merk)在试验结果令人失望之后,放弃了当时看似最有前途的研究项目。美国国家过敏症及传染病研究所所长安东尼·福西(Anthony Fauci)博士警告说,这"不是研发之路的终极目标",但也对试验结果表示惊讶,而且也深感满意。

美国艾滋病疫苗倡导联盟的执行理事米切尔·沃伦(Mitchell Warren)说:"毫无疑问,这一试验结果将在艾滋病疫苗领域中发挥激励的作用,并重新定位艾滋病疫苗的研发方向。"

英国帝国理工学院的免疫学教授弗朗西斯·高驰(Frances Gotch)表示,这项研究结果似乎有统计学意义,可能是两种不同的疫苗的协同作用,从而产生更为强大的效果。

科学家强调说,他们并不知道这种疫苗是否能够预防世界其他地方出现的艾滋病毒菌株。该项研究之所以选择在泰国进行,是因为美国陆军的科学家在泰国出现艾滋病流行时,曾在泰国进行了关键性研究,对病毒菌株进行分离,并且向疫苗生产商提供这些艾滋病毒菌株的遗传信息。

这项研究测试了两种疫苗的组合注射,采用"启动—提高"的办法,其中第一种疫苗启动免疫系统攻击艾滋病毒,而第二种疫苗则强化这一反应。

艾滋病毒疫苗Alvac使用一种称为金丝雀痘病毒(canarypox)的禽流感病毒,对该病毒进行改变使它不能引起人体疾病,将三种艾滋病毒基因一同载入体内。 而艾滋病毒疫苗Aidsvax则含有艾滋病毒表面的经基因工程改造过的某种蛋白。

A medical trial in Thailand has raised hopes of a major breakthrough in the fight against Aids after scientists said an experimental vaccine had reduced the risk of HIV infection by a third.

The world's largest HIV/Aids vaccine trial of more than 16,000 volunteers was the first in which infection has been prevented, according to the US army, which sponsored the trial with the National Institute of Allergy and Infectious Diseases.

A combination of two vaccines was tested on HIV-negative Thai men and women aged 18 to 30 at average risk of becoming infected. All the volunteers were given counselling and condoms to help them avoid HIV. Then half were randomly picked to receive the vaccine, while the other half got dummy shots. Until the trial ended, nobody knew who had been given the genuine vaccine and who had not.

A relatively small number of people became infected with HIV – 51 of the 8,197 people given the vaccine, and 74 of the 8,198 who received dummy shots – but the difference was statistically significant, which means scientists believe it could not have happened by chance. It worked out at a 31% lower risk of infection for the vaccine group.

Colonel Jerome Kim, who helped to lead the $105m (£64m) study for the US army, said it was "the first evidence that we could have a safe and effective preventive vaccine".

Recent failures had led many scientists to believe that such a vaccine might not be achievable. In 2007, the drug company Merck abandoned what had looked at the time like the most promising avenue of research after disappointing trial results. Today the National Institute's director, Dr Anthony Fauci, warned it was "not the end of the road", but said he was surprised and very pleased by the outcome.

"It gives me cautious optimism about the possibility of improving this result," he said. "This is something that we can do."

Every day, 7,000 people worldwide are newly infected with HIV; 2 million died of Aids in 2007, the UN agency Unaids estimates.

The Aids Vaccine Advocacy Coalition, an international group that has worked towards developing a vaccine, welcomed the results of the trial – the third major study since 1983, when HIV was identified as the cause of Aids – as "a historic milestone".

The executive director, Mitchell Warren, said: "There is little doubt that this finding will energise and redirect the Aids vaccine field."

Frances Gotch, professor of immunology at Imperial College London, said the results appeared to be statistically significant and may have been the effect of the two different vaccines working in tandem to more powerful effect.

"The fact that they have seen a response with people with such a low incidence of infection is impressive," Gotch, who is also the principal investigator for the International Aids Vaccine Initiative, told the Guardian.

"Of course it's not 100% of people [protected] but 31% could make an enormous difference in the world. I think this is something we can work with."

Thailand's ministry of public health conducted the study, which used strains of HIV common in Thailand.

Scientists stressed it was not known whether such a vaccine would work against other strains elsewhere in the world. The study was done in Thailand because US army scientists carried out pivotal research in that country when the Aids epidemic emerged there, isolating virus strains and providing genetic information on them to vaccine makers.

The study tested a two-vaccine combination in a "prime-boost" approach, where the first one primes the immune system to attack the HIV virus, and the second one strengthens the response.

Alvac uses canarypox, a bird virus, altered so it can't cause human disease, to ferry synthetic versions of three HIV genes into the body. AidsVax contains a genetically engineered version of a protein on HIV's surface.

It is unclear whether vaccine makers will seek to license the two-vaccine combination in Thailand. Before the trial began, the US Food and Drug Administration said other studies would be needed before the vaccine could be considered for US licensing. The full results of the trial will be presented at an international Aids vaccine conference in Paris in October.

The executive director of the Global HIV Vaccine Enterprise, an alliance of research bodies and funders like the Gates Foundation, said the results showed a vaccine was an achievable goal. "This is a historic day in the 26-year quest to develop an Aids vaccine," said Dr Alan Bernstein. "This trial is the first demonstration in humans that, with more research, it will be possible to develop a vaccine that is fully protective against HIV."

Deborah Jack, chief executive of the National Aids Trust in the UK, said a vaccine, by far the most effective way of tackling serious infectious diseases, was desperately needed. More work was needed, but the promising findings "justify the continuing investments and efforts of the international community, including the UK government, to develop a vaccine."

The Terrence Higgins Trust said it was treating the results with "cautious optimism".

"This is the first step on a very long road," said the policy manager, Vicky Sheard.

"There's a lot of research needed into how a vaccine can be rolled out, how costly it's going to be, whether it's going to be effective against different strains."

Top U.S. Government Officials, Leading South African Physician/Scientist to Discuss Global Tuberculosis Epidemic and the U.S. Policy Response

Washington, D.C. —Two of the U.S. government's top infectious disease specialists will join with renowned South African physician Robin Wood for a live interactive webcast on the threat of TB in the developing world and the U.S. response to it, including the status of a Congressionally mandated five-year global TB strategy.

Dr. Wood will share his perspective gained from working at the epicenter of the HIV/TB epidemic, as director of the Desmond Tutu HIV Centre at the Institute of Infectious Diseases and Molecular Medicine, University of Cape Town. Dr. Wood's latest research focuses on the deadly intersection of HIV/AIDS and TB in his home country and the shockingly high rates of TB infection among South Africa's children.

Joining Dr. Wood for the forum—a live webcast held by the Kaiser Family Foundation —will be Christine Sizemore, of the National Institute of Allergy and Infectious Diseases; Cheri Vincent, of the U.S. Agency for International Development; and Christine Lubinski, vice president for global health at the Infectious Diseases Society of America. Both Dr. Sizemore and Ms. Vincent play lead roles in the U.S. government's global TB programs. The forum will be moderated by Kaiser Family Foundation Vice President Jen Kates.

Panelists will take questions from viewers, which can be submitted ahead of time or during the live program to

Please see below the announcement from the Gates Foundation, should you be interested.

The Bill & Melinda Gates Foundation is now accepting proposals for Round 4 of Grand Challenges Explorations, an initiative to encourage bold and unconventional research on new global health solutions. Proposals are being accepted through November 2, 2009. Attached pls. find the press release in both English and Chinese.

Would you please kindly help to spread the words through your network?

The grant program is open to anyone from any discipline, from student to tenured professor, and from any organization – colleges and universities, government laboratories, research institutions, non-profit organizations and for-profit companies.

The initiative uses an agile, accelerated grant-making process with short two-page applications and no preliminary data required. Applications are submitted online, and winning grants are chosen approximately 4 months from the submission deadline.

Initial grants of $100,000 are awarded two times a year. Successful projects have the opportunity to receive a follow-on grant of $1 million or more.

The topic areas for which proposals are being accepted for this round are:

•       Create New Ways to Protect Against Infectious Disease;
•       Create New Technologies for Contraception;
•       Create New Ways to Induce and Measure Mucosal Immunity;
•       Create Low-Cost Diagnostics for Priority Global Health Conditions.

Dear Colleague,

You are invited to participate in an important online survey of civil
society organisations conducted by the United Nations Non-Governmental
Liaison Service and the aids2031 Leadership Working Group. It seeks
your input on the priorities for the future AIDS response, in
particular as it relates to the question of leadership. It is aimed at
civil society organisations across the world that work in the field of
HIV/AIDS.

aids2031 is a "think tank" project initiated by Peter Piot while
Executive Director of UNAIDS, and is aimed at formulating a long-term
strategic AIDS response, as opposed to continued crisis management.
(See the attached letter from Professor Piot, which explains the
background to the initiative and this survey.)

If you choose to participate, your answers will help the aids2031
Leadership Working Group formulate recommendations that will form part
of the aids2031 final report, "An Agenda for the Future" and the
results will also be published as a free-standing report.

You can reach the survey using this link:

complete. You will find all the information you need to do so at this
link. Please note, it is not necessary to complete the entire
questionnaire in one session -- once you have submitted your personal
details the system will email you a link that allows you to interrupt
your session at any time and return to complete it later.

Please try to ensure that at least one senior leader or staff member
in your organisation participates in the survey, since it will feed
directly into a prominent set of recommendations that we hope will
have a substantial impact on the future direction of the long-term
global AIDS response. We thank you in advance for taking the time to
